With the 70-200 f4 you are paying for superior optics, very fast focusing and professional build quality. The 55-250 is a nice, versatile consumer lens. The 70-200 f4 is a professional quality lens. If the money isn't a factor I would take the 70-200 f4 any day over the 55-250. I simply prefer quality optics and pro (metal) build quality over IS. But, if budget is a factor the 55-250 is a good lens until you can afford an upgrade down the road.
