Look for a camera with shutter priority or some sort of pseudo-manual mode. I have the same issue with one of my dogs and I use shutter priority to avoid blur. Sports mode should work well also as a simpler alternative to SP.

Price -wise the Kodak Z915 fits your budget and it does indeed have a Shutter Priority Mode so that should take care of the issues raised by Five-O.
