Default Canon or....Canon?

With the arrival of the T3i, which canon has superior image quality? the 60D or the new T3i? Do they both use the same sensor and processor? Would both be equally adept at action and low light photos?

7d, 60d, t2i, t3i all have the same image quality. They all have the same sensor, and the same processor. The 7D just have double process for great speed. The 60D would be a better action camera then the T3i, it has 9 cross type AF point while the T3i and T2i only has the center point is a cross type point. Also the higher burst rate, give you a better chance of getting that moment when shooting sport.
Super Frequent Flyer, no joke. Ex Patriot and loving it.

Also, the magnesium alloy case of the 7D makes a difference. It's really a sturdy case.

60D has a better AutoFocus system than T3i (neither is anywhere near the 7D). T3i is smaller and lighter than the 60D. Steven
