Default Used Panasonic DMC-LX3 vs New SX130 IS

Well for about the same price I can get a used Lumix LX3 or a new SX130 IS. What would you recommend?

As good as the SX130 is, the LX3 is far better in terms of IQ. The biggest question is probably whether the zoom of the SX130 is more important to you than the low light ability and ability to print larger of the LX3. There are plenty of other differences between these 2 cams, but those are usually the first place where people's choices diverge.

Unless you absolutely, positively must have the zoom capability of the Canon, then get the LX3. A much better camera in terms of image quality.
