Default Best P & S Digital Camera Regarding Ready Speed?

I hope I made myself clear in the title. Daughter has a 2 1/2 year old girl that simply will not hold still for pictures. In fact, she (for some reason) hates to have her picture taken (or a film clip made).

Daughter takes lots of pictures with her iPhone but by the time she drags the phone out of her purse, turns it on, pokes it a few times to get the camera app going, aims it at the kid, waits for it to focus, the child has stopped doing whatever it was that warranted a picture. Also, if the camera did NOT have a zoom lens, that would be faster also.

I told her to buy a P & S camera that offers fast readiness, but she does not know how to define such. I know that pre-focusing or turning off the auto-focus would save time at the expense of blurry photos.

However, I know that different cameras have different algorithms embedded in their software so the question is:

Which P & S cameras are ready to go faster than the average?
