Default Year long outside time lapse

Hey all,
My mom has this huge 50ft x 70ft perennial flower garden. This will most likely be it's last year due to her aging. I want to take a full year of time lapse, as wide as I can get. I'm in MN so it needs to be rugged enough to be outside.
I really don't want to spend a fortune on this project, but it would be such a cool momento.

One camera I found is the
Polaroid XS80 HD 1080p 16MP Waterproof Sports Action Video Camera With Mounting Kit Included for $130

another one, which was suggested is:

Panasonic Lumix DMC-TS5D 16.1 MP Tough Digital Camera with 9.3x Intelligent Zoom; but it is $300

Any ideas?

Are there any options / cameras that you can get a power adapter to plug into it?

Then you wouldn't have to worry about changing batteries . . . which might shift the camera position when you replace batteries . . .
