Megapixel ratings are very misleading. There is now real difference between 4 and 5 Mp. Jst a quick look at the first cameras in the 4 and 5 Mp lists on this site shows Canon A80 2272 x 1704 pixels Canon A95 2592 x 1944 pixels. If you divide these by 200 to get a print size at 200 PPI you get 11 x 8.5 inches and 13 x 10 inches.

I'd go for the highest Mp you can afford from a quality manufacturer with all the features you want. Given the choice between similar cameras at 4 and 5 Mp I'd still probably pick the 5 but is the 4 had a better zoom or more features that I wanted then I'd pick the4 or even a 3 Mp camera.

I'll repost this MP comparison table, the difference between a 4mp and 5mp camera is almost non existent, except to the sales person trying to make a sale.

Doubling your MP count increases your linear resolution by 41%.

I totally agree with Peter, going for more megapixels wouldn't make any sens. As for your question, no the average Joe wouldn't notice a difference between 4 and 5. Actually 3 is enough for most situations... SPECIALLY if you don't print larger than 5x7, but even if you print 8x10.
