I don't take pictures of flowers or anything else except people, like on weddings and special occasions. What camera will be best.

I might consider DSLR but my buget is around £600.

If you want a de-focused background then you need a camera with as large a sensor as possible. Nearly all point and shoots have small sensors (and small lenses) and this means they get deep depth of field even at wide apertures.
The difference between an slr and a p&s is much greater taking a portrait than it is when taking a snapshot of a group of people. Slrs are also much better in poor light (ie. indoors with no flash). Basically there are lots of things you can do with an slr that you can't with a p&s, the downside being the extra size and cost.
I would suggest a dslr with a fast lens. An entry level dslr with a 50mmf1.8 ought to be well within your budget. A 17-50mmf2.8 zoom would be more versatile and also might just be doable.

I must say that I had a Sony 717 that I liked for most of my work... but now that I bought a DSLR I've been taking a lot more people pictures. The background is blurred so nicely and the pictures just have more pop.

I have a Pentax DSLR and an old manual focus 50mm f/1.4 lens, the 50mm lens is good for portraits on the APS DSLRs. I paid $400 for the body, and $70 for the lens...
