not sure what the wings shading the water is about or why the beak is blue. anyone know?

my guess is he is shading the water so he can see the fish by eliminating the glare on the water. whatever, he's a graceful dancer, yes?

Your guess is correct - it is a characteristic foraging method of the Tricolored Heron. The passing shadow also scares up fish that are hiding. Escellent documantation of thes behavior.
