OK, here is my take on it.
What is nice about this photo, is it lends itself to many different interpretations.
I isolated the platform thingy from the background.
I did a B/W conversion on the background.
I separated the platform thingy into the main part and the part near the water.
I applied some hue/saturation, some level adjustments and made the portion near the water slightly transparent for a better transition.
