you can barely see the top of her head when I play with lightness I can get it so I can see her better, but I was hoping to do something interesting with the pic, but can't think of anything, I tried doing some kind of spotlight but it didn't really work, any ideas and or tips would be helpful, I have only had photshop for a couple weeks. Auto levels had kind of a cool effect, but didn't have much luck beyond that

This is extremely underexposed, looking at the histogram in the levels dialogue there is very little there at all except at the black end of the histogram. Using the levels dialogue box I moved the sliders to the left until I could see some detail. Once you do this the noise becomes becomes evident as coloured speckles, this is not helped by the jpeg artifacts present from the amount of compression required to post. The best way I could see to clean this up a little was to convert to black and white which I did by adding a hue/saturation adjustment layer and shifting the saturation slider all the way to the left. I then went back to the background layer and added another hue/ saturation layer and set the mode to colour. I then shifted the hue slider around until I got what I considered the best tones.

What I've ended up with is not great but you can see something now.

Lot of noise held in ths image, I think you see the choices above. We can keep going but nothing great will emerge.
