Difficult image with the haze but here:

Sky hand painted on overlay layer with mask. a multiply layer with mask and opacity change, a screen and an overlay layer all with various masks for relavant area. some small attention to the areas of shadow caused by cloud to remove fully would not work. small amount of unsharp mask. Finally a levels adjustment.

Well, I really impressed, thanks, this gives me hope that I can do something with a shot like this. I really like the B&W one, I think it looks awesome.

oops, I had a darn layer off, my final was a merge visible and curves correction, then to embrace the haze and not fully remove it I used a slight mask on the sky and buildings.
