It's a snapshot of my daughter (on the left) and the captain of the opposing team after the finals of the Royal Mail Cup in 1995. The copy that was sent to me was obviously not in good shape.

What's the best way to clean this up?

I tried Neat Image on it, but it said that there wasn't a large enough area of uniformity to make a good noise profile. The result got rid of the noise but the pic was so blurred that it was useless.

The posted image was done in LAB mode in PS7. First, I used the Dust/Scratches filter on the lightness channel and Gaussian Blur on the A and B channels. The Dust/Scratches filter alone would have done a better job on the composit LAB channel, but to get rid of the noise it made the pic really soft.

I also qweaked the contrast and saturation and obviously added some color to the blown sky. A general use of Unsharp Mask would have accentuated the noise further, so I just applied it to the girls' eyes and lips and the emblems on their shirts.

It looks better, but I'm sure nowhere as good as more experianced user could produce.

Grant

I started with Grant's re-do. I just wanted to give her back the right side of her head and I also toned down a bit of a blue color castin her shirt which also brought the sky down a little too. I am less than worthless trying to remove noise though, so I left that alone.

This is after Noise Ninja, a few color tweaks, patching and cloning, a painted sky and some curves adjustments with masking to brighten up the girls.
