I don't know the specific story here, but the road is a winding country road with a lot of hills and blind curves. It's popular with both sports car drivers and bicyclists. In those meetings, bicyclists tend to lose - there are a number of white crosses and flowers along the road. I'm pretty sure the white bicycle memorial is meant to get automobile drivers to slow down.

Edit: The first time you see it, coming around a tight curve, the image hits you hard.
