Why would you want it w/o IS? For the cost? The IS in the 17-85mmis the latest IS technology. It gives up to three stops improvement, and it works on a tripod. And...you can turn it off. Only thing more I would want is a panning mode, like on the 100-400 or the 500 and 600mm lenses.
You know, you're only going to get shakier over time. You might as well spend a little more now and be done with it. Built-in anti-shake like in the KM DSLR, has a fundamental weakness--you can't see the effect in the viewfinder. It also doesn't work on a tripod.
