I use Photo Impact all the time and love it. I spent less than 50 bucks for Paint Shop Pro and Photo Impact together. I just didn't mention it because I thought the original poster asked for small and rather unknown applications. Photo Impact is great. It's HDR blending function rocks!

Photo Impact being bought by Corel -> now that scares me. But than, better being eaten by Corel than Adobe (:evil!
