In all electronical device you have a low level electrical current due to the intrinsic functioning of the circuit that cannot reduced to zero also in absence of the signal. In the camera sensors the electrical signal in produced by the light and is proportional to it. Normally at the minimum of the sensitivity (50 or 100 ISO) this low level signal is very low and it do not disturb the signal generate by the light in the sensor. In low light condition you need to increase the sensitivity of the sensor (ISO 400 or 800 or more). To do so you amplifie the output of the sensor and in doing this you amplifie the disturb that becames visible. This is called "noise".
