The highway doesn't really get close enough to this building to ascertain its heritage and circumstances. One would probably have to tresspass to get closer. It appears more half completed and then abandoned than anything else.

In the second photo, the 'middle-class' housing you alluded to is actually not too far from the truth for many families in Hawaii stuck in the housing madness here. With the heavy rainfall and dampness in Hilo, accelerated dilapidation is the norm.
