I, too, would not choose PhotoSmart Essentials or Picassa, although I prefer PhotoSmart to Picassa when showing total neophytes some software. PhotoShop Elements would be my choice (of course, I am a long-time PhotoShop user currently using CS3). But if the price is the problem, you might try downloading the free, open source, program called the Gimp. Personally, I find it has a steep learning curve among my college students, but it does virtually everything PhotoShop does — and it costs nothing.
