This is what Robin Kanta Photographic Supply says about Bower:
Bower: Bower is an importer of filters. The current Bower filters are imported from Japan. They feature metal rings, optical glass. Comparable in quality to the Hoya Standard filters. Bower filters are a very good value. So, I guess that implies that the quality is good, but not great. Grant |

I have a Bower 86mm UV filter in front of my Oly TCON-14B and it works great. No color or image degradation. The filter is well builtwith the MC glass mounted on a metal ring. Well worth the money IMO.
