This is a HDR shot, it is a stack of at least 3 photo that is edited after shooting a bracket. You will need a camera that can shoot at least a 3 round burst 1 and middle exposure one the -EV and on at +EV. All DSLR's can do this. Then you import the 3 shot into a HDR software to align them and stack them. The end result is a HDR (High Dynamic Range) photo. To get this kind of results required software. Photomatrix is one program.
You will also need a tripod when shooting the bracket. There HDR software can also do something call tone mapping off 1 Shot. Take a look at the HDR forum in steves. There are shots from pretty much ever brand of DSLR's on the market. http://forums.steves-digicams.com/hdr-98/
