Actually, I think it is Russian. Now curious,
google for
moorish revival architecture america

Then click on images.

The reason for thinking Russian is, that across the bay was an old Russian settlement called St. Petersburg.

My wife, who grew up in Tampa, says that it has been there since the University was built. The railroad magnate who built it was fascinated by the Middle East. This is apparently just a copy, and isn't used for worship.

It used to be a hotel and it must have 10 minarets It's a huge campus.
