Default Lifespan of rechargeable battery pack

I have two rechageable batteries: NP-FS11 and NP-FS21 for my DCR-PC5E camcorder. They have been charged about a dozen times when the yellow warning symbol or the unit closes down automatically due to battery low appears. The service capacity is reducing each charge. I did not use the camcorder frequently, approximate a few times a year.

What is the lifespan of such rechargeable battery packs. It seems the cost of battery is very expensive. Is it possible incorrect charge or mishandling to cause such short lifespan. Can someone tell me the proper method to charge this type of batteries.
