I bought a usedcamera and it came with a battery pack and rechargable bateries. There were no instructions with the battery pack and I have no idea how to tell if the batteries are charged. The charger is a Promaster XtraPower Pro Rapid Charger. It will charge 4 batteries at once. When I put the batteries on it that do need charging I don't know how to tell if they are charged or not. With my old battery charger, the little light on the charger would blink until the batteries were charged. This charger has two lights that are for the front and the back. The lights come on when I plug it in and so far have stayed on and made no changes. I left the batteries plugged in for 3 hours. What am I doing wrong???:?

According to their web site

you are not leaving them on long enough. It looks like it takes 6 - 8 hours to charge.
