Silhouettes -- Cops 'n Robbers
Some Californians believe that the oil companies got a sweetheart deal on their offshore drilling leases. Meanwhile, this evening a police helicopter patrols the beach with a drilling platform in the background. In the foreground is a steel fence to keep joggers from falling off a 30 foot cliff above the beach.
