See part 1 for beginning of this description.
The third group of flags was a large display of normal American Flags. I am not sure what this represented, perhaps the survivors. The last group was a small display of other flags of various colors and design. Again, I am not sure what this represented except possibly representing nations from which non-American victims came. This third photo shows both the American and "Foreign" flags. ![]() This last photo show another view of the colored flags and some of the American flags behind. ![]() If you are familiar with this exhibit (it traveled around the country) and can fill in the information on which I am vague, please do so. It's a dramatic view, so many flags blazing on a bright day with the refreshing breeze... Beautiful as well as meaningful, Cal. Thanks for sharing.

Don't know, but I suspect they are national flags of all the "non-Americans" who died in the event.
