How do I use the red eye reduction? Should I have it set at all time?? Using the Rebel XT?

You set it under one of the pages after pressing the MENU button.

Red eye reduction is used in conjuction with the flash to help reduce the amount of reflection of light that comes from people's eyes (reflects of the back of the retina I think) and makes people look like they have reddy/browny pupils instead of black.

What it does is emit a light before firing the flash to make the person's pupil close down and therefore minimise red-eye. It will be most noticable when shooting in dark or shadowed areas where naturally a person's pupil would be pretty dilated.

You tend to get red eye from built in camera flashes as they are nearly directly in line with the lens of the camera. Off camera flash (bounced, wireless etc) will not cause much if any red eye.
