Will any brand flash that is E TTL II compatible (bower, digital, etc) do the same thing on an XTI as the Canon speedlights as far as autofocus, zoom, automatic settings? Just trying to save a few bucks.

If they are ETTL-II compatible, they will do the same thing.

The only issue you may run into is that when you upgrade your camera, your flash "may" not be compatible. Sort of like some Sigma lenses which don't work with newer cameras.

It just have to be E-TTL compatible, the E-TTL II is handled by the firmware in newer cameras... automatically
