Has there been any speculations about a price drop of the 400d when the 450d becomes available?

The 400d is already available for about $300.00 less some places.

Checking buydig.com, I see $514 for the black XTi body and $599 for the kit with the non-IS 18-55mm.

The Rebel XSi is due to launch at $799 body only and $899 for a kit with an 18-55mm f/3.5-5.6 IS lens from what I get from the press release:

So, I'm not sure the XTi is going to drop much more for a while. But, time will tell.

It looks like the press release is right from the price I see to preorder the XSi kit at Ritz ($899 for the body + 18-55mm IS Lens).

Some of the other vendors may be discounting it a bit, depending on supply and demand.
