I'm trying to decide which kit lens will be better with a new 40D.

what do you think of this lens?
EF-S
17-85mm
f/4-5.6 IS

or, EF 28-135mm IS USM Lens

Or, do you have another primary lens that you would recommend?

The 17-50 F2.8 is a very good lens. It's very bright so you can use it indoors with decent results and has good glass.

Remember the 1.6 crop factor.

17-85 * 1.6 = 27-135 equivalent.

i.e. the 28-135 lens (which predates digital crop factors) has its digital equivalent in the 17-85 i.t.o. field of view.

If you are not sure which one to get then get the 17-85. For some people who value telephoto work above all-round versatility the 28-135 is better, I would suggest that this is the much smaller category. If you choose the 28-135 you will also need a wide angle lens.

If you choose the 17-85 you will likely be able to manage with just the one lens.

Tamron, Sigma, Canon also all make 17-50/55 f2.8 zooms, which are faster but have less range.

Once again: If you are not sure which one to get then get the 17-85.

Tamron 17-50 2.8. I have one and love it for indoors. Good luck.
