I just bought an XTi and every time I turn the camera off, it cleans the sensor.

It's set to automatic whenever I turn it on or off, but my friend who has the same exact camera, his camera is also set to auto for the sensor clean, but his doesn't always perform the cleaning when turned off or on.

Should I be concerned about this?

No, you shouldn't be concerned but maybe your friend should be concerned. My 40D is set to auto clean the sensor every time the power switch is turned on or off, thisis the way it is suppose to work. Maybe your friend is not turning off his camera using the power switch but just using the auto power off and on setting. The auto off/on or sleep mode will not clean the sensor when turning on or off.

I too have the XTi and it does a clean everytime I operate the ON/OFF switch.

So your unit is working fine as far as sensor cleaning is concerned.
