Default Shutter Question

Hi,
I just got a canon 40d and I'm working my way through the manual. I want to use manual mode but I'm having a hard time interpreting the shutter speeds. The whole numbers seems to be full seconds, i.e., 15 = 15 secs., etc. NOT 1/15th. There are numbers that read 0.''4 but what does that mean? I've looked through the manual but can't find a list of shutter numbers and their speeds. Am I being dense? The manual just says set the shutter speed. That I can do but I can't figure out how to set the speed I want.

I'm going to find a how to book but I thought I'd ask if anyone could answer maybe a dumb question. Thanks. Canyon

0."4 means 0.4 seconds. 15 means 1/15th of a second.

the scale will be from 30", 15" .....0.4"....15, 30,60,120,.....8000

Thanks v. much mymphetamine. I'll use those numbers as a guide. Now, I have a new question.

I think I set something but I don't know what, so I can't undo it.

Now, when i take a picture, there is a VERY long lag time between the camera focusing and the shutter actually releasing. The red eye light flashes yellow, there's a beeping and then I wait several seconds before the picture is taken. At first i couldn't figure out what was happening and kept wondering where the pictures went? Now I know I'm waiting for the picture to be taken. I looked up shutter delay in the manual but there's no entry. Can you help with this?
