Default Flash Exposure Compensation

A newbie question regarding the EOS 300D.

Q: There is a setting called "Flash Exposure Compensation"
How do I use this, can it only be used with an external flash?
and how do I change this setting ?

You can't do it with the camera, but you can do it with the external flash 550EX with the +/- buttons on the flash. For dark subject (like black camera body)- 1 stop to -2 stops works very well.
