Does the new EF-S 17-85mm f/4-5.6 IS USM lens have to be bought in the kit with the 20D, or can it be purchased separately?

Maybe later, but for now I suspect they will be only sold with the 20D as a kit product.

ForEF-S 17-85mm f4-5.6 IS USM:

Amazon.com is also listing them. None are in stock except through the kits at the moment though.

To answer your question, you'll be able to by them seperate later, just not now.
