Just tried and it works the same ... It's like Canon wants to change the fill flash ratio for Av and Tv without changing the subject illumination (i.e., instead reduce the background illumination).

I even thought it might be because I was using FEC (I had 1/3 stop dialed in), but after zeroing FEC it did exactly the same thing.
