Not sure what you're talking about. First off - are we talking DSLR or Digicam?

In the DSLR world I've never heard of one LENS stacking on another LENS. There are teleconverters - in the Canon system they come in 1.4x and 2x variety. Is this what you're talking about? Or something else?

Well, a telephoto lens is not a lens you put on another lens. The only thing I can think of is they are using the digicam terminology to refer toa telephoto ZOOM lens. And they are saying it's a 3x zoom lens. For instance, a 70-200mm lens = (200/70) = 2.85 zoom so that's approximately 3x.

But if the add is saying it's a 3x lens you stack on another lens I'd be very leery of such a thing. I've never heard of 3x TC for the canon system and have never heard of stackable lenses as a commercial product
