Is it true that when mounted on a tripod, the Image Stabiliser has to be turned off?

I read on another thread in this forum that it depends on which lens you are using.

Yes - it depends on the version of IS being used. We're speaking STRICTLY dslr here - not digicam. Older IS like in the 28-135 and 100-400 it is recommended you turn the IS off. Newer IS is in lenses from the past couple years is supposed to recognize the camera is stabilized and does not need adjustments. I'm not sure what actully changed in the IS method to accomplish the feat though.
