It means in very good light, with a subject containing a lot of contrast you might be able to get it to AF as the camera will not stop AF working (which would happen with the Canon and Sigma converters).

It is not an ideal situation as you are pushing the limits where a camera can AF so all that can be said is you might get functional AF when conditions are optimal.

If I was to buy the Kenko 1.4x Pro 300 DG converter would I need an adapter for the Canon Rebel and the 70-300 lens? Or the lens with the converter?

You wouldn't need to buy anything else but as mentioned you will not likely get auto focus and also the degradation of quality is not helpful. I only use tele converters on my Sigma 120-300mm f2.8 lens and before this on my 70-200mm f2.8, both of which have good resolution and being f2.8 will retain AF.

The Kenko 1.4x Pro 300 DG converter does report back to the camera (have one) thecheaper non proKenkoand cheap Tamron TC do not.
