Does anybody use these full time and never take them off? Do they lower the IQ of the photo? I was told by one friend to always use one and another that they are a waste of money.

you are alway going to get conflicting answers on this one. There are zealots in both camps. On one hand, yes - any piece of glass you put in between the sensor and your subject will degrade IQ. The important question is: does it degrade it in any realistic way for how YOU will use the image files. On the other side of the fence are people who say - it's better to scratch a filter than the front element of your lens. You'll find people that always use them and people that never use them.

I've gone back and forth. Currently I do NOT use them but I use lens hoods all the time to minimize debris getting on the lens.

I do use themexcept when shooting at night (have had flare from lights,withhood on). If you are going to use one spend some money and buy a good quality filter. I use Hoya Super HMC & Pro 1 UV filters.

Have done some simple tests with and without UV filters with my kids running towards camera did not notice any difrence in IQ or sharpness.
