Is the Canon 55-200 II USM worth getting as a good zoom lens that would work well along side the D300 kit lens? or is there a better option out there to get closer to subjects?

EF 75-300 IS USM is a better choice... the EF 55-200mm USM is a piece of crap...

Right i might be able to get a used Canon Zoom Lens EF 80-200mm 1:4.5-5.6 52mm for a good price, would that be a better option?

The 55-200 is definitely better than having nothing to shoot with at all. I'd say go for it and have some fun. Down the road you can always upgrade when finances allows. It would definitely make a super light-weight outfit you could carry anywhere. Just about any other choice is either going to be too expensive or no better optically.
