I noticed that the Canon lens sends distance data to the E-TTL external flash
and adjust output. Does Sigma lenses do the same thing?

Yes - all newer 3rd party lenses do that!

This feature has been on Nikon and Minolta lenses for ages, which Sigma/Tamron already made, and Canon was only the last to adopt this parameter for their flashes.

My 85mm f/1.2L for example (among others) doesn't transfer the distance data!
