Would a step ring and Lee filter holder be useable with that adapter too? I'd like to be able to use Lee's ND grad filters with any (primarily) landscape lens I buy.

It would:

The Sigma 12-24 is about the size of an EF 28-135 with the adapter on - The step ring on the Lee's would screw in place of the 82mm filter on the Sigma adapter

That sounds great! I've been looking at Tokina's 12-24 as well but the Sigma seems to be the better choice judging from reviews and samples.

Never got around to buying a new walkaround though since I couldn't find a clear choice. Instead I've bought two used Carl Zeiss Jena Pancolar lenses (50/1.8 and 135/3.5) and a tripod (Feisol 3301 + Manfrotto 488RC2 ball head). The plan is to get out and take more pictures and see what kind of lens I feel that I need. If I'm doing lots and lots of WA landscaping I will probably aim for the Sigma 12-24 and settle with using the kit lens as a walkaround for some time.

Is it true that the size of the Sigma 24-70 will block the built-in flash in a 20D? Or is it only blocked if I use the lens hood?
Other than the Sigma, I like the new 17-85 EF-S, but I am concerned about it's f/4. The Canon 24-85 USM is also a possibility.

It depends how close (and wide) you get to the subject... All large lenses will block the built-in flash up close including the EF 28-135 - At the tele position you'll probably not notice because of the narrower FOV
