I can't get it to have perfectly focused picture then I'm taking a pic without flash. With flash its shutter speed is much faster I guess.

Is there way to make the shutter speed much faster so I won't have to deal with blurry pics when taking pics without flash?

The less light in the room - the longer the shutter has to stay open to make a picture.

On a 410 - the best way is to set your ISO to 100 and give it a try- it will increase noise in the shot- but will allow you to hand-hold you camera and take non flash shots in lower light. The only other thing you can do is use a tripod so you dont shake the camera.

I have an S400... sorry, there's not much of a way around it.

The CCD is tiny, which generates a ton of noise when you boost the gain (ISO). Digital SLRs get away with it because of the larger CCD (or CMOS), they're less noisy. It's the downfall of a lot of consumer digicams.
