Just thinking a bit about this....

The A610 (don't know if other models besides the A620) has an interlock switch in the memory card slot cover. If you open the cover while the camera is on, it will behave exactly as described here. It will turn off but the lens will not retract. The camera will power cycle once you close the cover.

But if the battery compartment is opened and closed while the slot cover is open the camera will not turn on when you close the cover.

I think there is a chance that this switch might be faulty in those cameras showing that behavior.

Canon relocated the memory card slot to the battery compartment in the A630 and A640 cameras. They eliminated the need for this interlock in doing so.
