Actually, I dont know a thing about Topaz. Just off hand, it looks like one of the effects available in Adobe PE (eg, stained glass).

For me, the particular result shown would look suitable as an item hanging on the wall, in say, a sports bar (and maybe that's what is intended).

Yes I like the image treatment and agree that the image would look beaut as a 4ft - 6ft sq print as a centrepiece on a wall somewhere

Topaz has numerous applications that can be called from within Photoshop, or operate stand-alone. Topaz Studio is actually a suite that is an alternative to PS and has numerous applications. Studio, as I recall, is free and comes with half a dozen apps and more can be added at reasonable prices. I'm enjoying it.
