Is there an easy way to add a frame around a photo using Photoshop?

The easiest way is to go to image and then canvas size. Click on the relative box and enter a size. For example a quarter inch border would be .25 in H and W box. Select a canvas extender color and click on the ok button. You will now have a border around your image.
