I'm looking for a good flash with at least a tilting head, rotation would be nice. The F1000 (or whatever it is called) seems a little over the top at 100 bucks. Might Vivtar or Quantaray make an external flash for the F717? I'm looking at about $30-50 for the price. Don't know what's available for that price.

Somewhere I was reading about someone using an Nikon Speedlight (or is that canon) with their F717. Does Nikon and Sony use the same hot shoe contact?

… meaning many 3rd party flashes could be triggered by the camera, but that's all; you won't have TTL. But you can use the these flashes in their manual and auto modes.
And also, be careful about trigger voltage , especially with cheap flashes .

Look at the Sunpak 383, it is more than $50 but it will absolutely do the job.

Beware trigger voltages on hotshoe mounted flash units, Nikon and some others will fry your camera. The 383 will not.

I have this exact rig on my 717 and it works great.
