I can't find a spec sheet of the FL28 flash, but logically , it's not really a proprietary (dedicated) flash. The hotshoe of this camera is the standard ISO type, with no other contact than the center pin (and the ground of course). There is no TTL external flash possible (unless it`s a wireless TTL, but I doubt ...)
Your camera has manual exposition, so you can use any third party non-dedicated flash in auto and manual modes depending on what is available/offered on the flash.
The only precaution to take is checking if the trigger voltage is in the permissible range of the camera (check Panasonic). Check flash trigger voltage here http://www.botzilla.com/photo/strobeVolts.html Or measure it if it's not listed.

something interresting I found:

How does the FZ10 detect whether an external flash is present?
Charlie Howard (dpreview, Panasonic forum, 19 February 2004)...

There are springs under the side-rails of the hotshoe. When the one on the right is pushed down, the camera assumes an external flash is present and turned on. The spring under the left rail is just a spring; the camera doesn't sense anything on that side.
