Recently purchased the Canon EOS 20D SLR. Is it safe to assume my only "real" options for an external flash would be the Canon Speedlite series?

I am new to Digital SLR photography but know there are improved options for flash photography other than the built-in pop-up flash.

No...

There's at least three other choices:
1. Metz
2. Sigma
3. Wolf & Ritz Quanteray house brand

Would the TTL compatabilities make a difference between differing brands? Would the Canon proprietary constraints have an effect?

IMO the Sigma units are the most compatible at this time (plus it's the most affordable). I've used them not only in the normal mode, but wirelessly (both Master and Slave) as well with three heads simultaneously...

It's a no brainer really: either get the 420EX with all the restrictions or get the EF500DG Super for about the same price and have more power as well as more flexible controls (both with Canon or slaved to other systems).
