I have ordered the 383 Super from B&H and was looking at the battery pack (the TR-Pak IIa) that apparently will work with it. The description says that it is a "shoe mount" battery pack. Does that mean that it comehow attaches to the hot shoe or has a hot shoe on it?

No, it doesn't attach to the hotshoe.

It's an external power pack that has a cord that plugs into the flash. Most of them are designed to be belt worn.

As for flash brackets, there are lots of them around.

The Stroboframe Flip brackets are popular, and you can get clones on Ebay. I've seen the brackets this vendor sells commented on before as being virtually identical to the more expensive Stroboframe Flip Bracket. You'll have to do your own research as I don't have one of them and haven't used this vendor.

I already ordered a bracket from B&H. I recently got burned after "buying from the lowest bidder" and decided that I'd rather pay more from a reputable company that I've done business with in the past. I got the Flash Flip platform bracket made by Flash Frame. I wanted something that would be very sturdy and give my camera lots of support so I chose the one with the small platform on it.
